Evaluate the Solution Tools: Prioritization Matrix

Selecting Indicators Using a Prioritization Matrix

Next, the team needed to select the indicators that would best alert the team to the existence of a problem.

The team used a prioritization matrix to decide which indicators to use. The criteria they based their decision on included:

  • validity: capacity of the team to measure this indicator in a truthful way
  • technical feasibility: how easy or difficult it would be to regularly gather the data necessary for this indicator
  • cost: low cost is preferable

Next, a team member set up a prioritization matrix and asked the other team members to vote three times for each of the criteria. Each participant votes on the three problems he or she considers the most valid, voting 3 for the most valid indicator, then 2, and then 1. Then each participant votes three times on the most technically feasible indicator (3, 2, 1), and finally on the three lowest cost indicators (3, 2, 1).

Prioritization Matrix to Select Indicators

Indicators Validity Technical
Feasibility
Cost Total
#of staff arriving with more than one hour of delay/ #of staff 5 4 5 14
#of staff absent more than one hour per week/ #of staff 3 5 5 13
#of users satisfied with the waiting time/ #of users 4 5 6 15
self-evaluation of staff work 1 2 5 8
#of users who received new information about health center services/ #of users 2 5 1 8
#of doctors performing only one activity/ #of doctors 4 5 3 12

Mrs. Alvarez and the team selected the indicators that received the most votes from the prioritization matrix process and decided to focus on the top four indicators for monitoring and evaluation of the solutions.
