3. STRENGTHEN CAPACITIES OF RHUs, BHS AND DISTRICT HOSPITAL FOR PRIMARY AND SECONDARY LEVELS OF CARE

 

4. ENSURE HEALTH INSURANCE COVERAGE OF THE POOR AND THE SELF-EMPLOYED

 

5. IMPROVE MANAGEMENT SYSTEM FOR CHEAPER AND QUALITY DRUGS

 

6. SET GUIDELINES FOR MINIMUM PACKAGE OF SERVICES AT ALL LEVELS OF PRIMARY CARE AND COMPLEMENTARY PACKAGE OF SERVICES AT THE DISTRICT HOSPITAL FOR SECONDARY CARE

 

7. STRENGTHEN A TWO-WAY REFERRAL SYSTEM THAT ALLOWS PATIENTS TO ACCESS APPROPRIATE LEVEL OF CARE IN THE VARIOUS HEALTH FACILITIES IN THE DISRICT
